SEOmoz published an article which discusses the best way to generate traffic to your blog. There are a ton of points in the article which I agree and disagree with on a personal basis.

Yeah choosing a Blog Software is probably the most important aspect in the future of your blog! Custom building your software is the best choice, but the most expensive and time consuming part. We are using WordPress, but a ton of people say that Drupal and Blogger seems to be a good choice as well!
A good example of a blog which made their custom-made blogging software, is BlogSmith (a software provided by Weblogs for sites in their network like Engadget).
Host Your Blog Directly on Your Domain
Well this is always the best way to bring up a blog because more people will remember the domain name and creates loyal visitors. However, if you do not have the correct income to purchase a domain name, you can always use these free sub-domain hosted blogging services:

Participate at Related Forums & Blogs
Definitely a good strategy to help build up some organic links and get people to know about your blog. If you want to know which blogs and forums we’re active in, take a look at our sidebar! Some forums offer an option which lets you put in your blog feed and when you post, your latest blog title is displayed!
Tag Your Content
Definitely a good way to get visitors. We use Technorati (displayed on our sidebar home page linking to our author profile).

In addition to that, we offer a ton of subscription feeds on a lot of services on our sidebar. This is definitely a good way to get loyal readers to your blog.
Definitely use to FeedBurner to get subscribers! We signed up a few days ago and seem to have a few people who actually subscribed to the feed!

Invite Guest Bloggers
Now this is a bit hard to do. You definitely can’t get Greg Boser, Todd Friesen or Jeremy Shoemaker to post on your site just for the heck of it. Doubt they would do it unless you had an extremely hefty fee to offer (maybe a couple good thousand per post).
Archive Effectively
Always an important aspect for SEO. Personally we use the following permalink for our posts and started making posts only in one archive (two at the most):
